Just renamed ubuntu-system-settings folder, then ubuntu-system-settings
created a new one.

Well, when I updated correctly and then just compared old folder and new
one.

I did, right after writing here.
For some reason permissions were wrong. I can't reproduce permissions
state when the problem came up because I renamed this folder from root.
Now I changed permissions of old folder to correct ones and everything
is working.
But it is still a bug, because I didn't open Terminal, didn't connect to
device from PC or even open a File Browser for >2 weeks. Just using
phablet as a regular user. Permissions changed by something else and it
is interesting...what could cause that?

Normally, there must be 1 file "updatestore.db" but when it broke
there were no such file, only an empty folder "Pictures". (???)
The “Pictures” folder is created by the Background panel, so that's
completely normal. The updatestore.db is a very recent file, and it's
absence should not affect the system image update at all.
How can it be possible? Manual intervention is excluded. I didn't
even open hidden folders for weeks, I didn't make my system folder
RW, etc.
updatestore.db does not exist on <= OTA12, and even just visiting the
Background panel will give you a …/Pictures folder.
Thanks for feeding back your findings, could you also mention this in
the bug?
