This is just a case of 'missing in translation'.

You, me, and those articles are stating the same thing.

What do you understand by 'fully discharged'? To me a _fully_ discharged 
battery means it's completely drained. That's the bad situation for a 
battery.

Those articles aren't promoting 'you must drain your battery'. They 
state 'let your battery go low to that point in which the phone turn off 
itself'.
