[Bug 1243330] [NEW] Dangling directory and file in /etc/skel/ in chroot hook script

Public bug reported:

In ubuntukylin-default-settings's chroot hook script, it creates a
directory called 桌面 in /etc/skel, and copies firefox.desktop from system
path to /etc/skel/桌面/ . This will cause the files not being tracked by
dpkg database, dangling on the system.

Modifying /etc/skel is not recommended, and even it's decided to be
done, it should be done in a way that is more careful (at least track
them using dpkg).
