So, here is an answer to your question. If I have understood correctly, you do not want just a client for certified email, but an entire service too. A generic email service brings a very high administration burden to the provider (that would be Canonical, in this case). Ensuring availability, giving enough bandwidth, and fighting against spam are just three of the many tasks that administrators will have to deal with. A certified email service will even give much more burden. So, it is my personal opinion that Canonical is unlikely to offer such a service.
I know, this is not the answer you were looking for. However, as you have already noticed, this is really not the place to discuss such things. If you are seeking an authoritative, you ought to get in touch directly with Canonical, explaining what certified email is and why you think it would be good for the Ubuntu ecosystem.
