Public bug reported:

With compiz gnome panels with autohide do only open on desktop 1, not on
any other virtual desktop. So if you switch to desktop 2 you cannot
switch back to desktop 1 or even logout because the panels do not open.
This problem only exists with compiz, not with metacity. So I think this
is a bug in compiz.
