Ok, I have made a small fix which hopefully will allow you to continue.
Download the latest 2.21 or if you can better to upgrade to latest versions
of DHIS2.


Re: the program - you sill need to fix the issue with program MBS_2. Not
sure how you end up like that, normally the stage is created automatically.
Anyways, try to delete it one more time, check your tomcat log and see what
the problem is. You can also try to delete it manually using sql stmts.
