Yes, and that's what has been implemented so far. The other bug report -
https://bugs.launchpad.net/plank/+bug/1155790 - is not so easy to fix
because Plank doesn't yet have a launcher state for such cases: the
launcher is neither pinned nor the app has any active windows.
