In case you want those debs without messing up your apt sources:
That will grab binaries for both architectures:
wget --no-parent -A386.deb -r -nd -l1 http://archive.ubuntu.com/ubuntu/pool/universe/b/boost1.37
Install the binaries for your architecture using something like
dpkg -i *i386.deb
