The first thing I would do is try to clean up the duplicate and obsolete
bug reports and feature requests.  This will make the remaining tasks
much more manageable.  Set the status of obsolete reports to invalid and
add a comment as to why they are invalid.  Mark duplicate reports and
link them to the original report.

Next I would look a serious bugs like crash reports and reports of
things like errors in the output files generated by Kicad.  If you can
duplicate the bug, tag it as confirmed.  This will flag developers that
the bug still exists and needs attention.  At this point the bug
supervisor could tag it as triaged.  If you cannot duplicate the
problem, tag it as incomplete and add a could not duplicate comment.  If
no one adds any additional information within 60 days it will expire.

I would handle the remaining minor bug reports the same way as the
serious bugs as I got around to them.
