I thought I'd observed that the mp page listed all mainline revisions
on the proposed branch not themselves present on trunk, rather than
all revisions since the last merge that took in trunk. I may well be
wrong. Anyhow, it's a bit of a tangent.
The bug I thought I'd hit before, about lp-propose failing if there
was an existing inactive proposal, now seems to be gone, which is
great.
