I agree.

If you care about broad cross-application themes such as "review of 
anything" or "any kind of import queue," you're probably looking at a 
higher level of abstractions than bug listings can help much with 
anyway.  Worth tagging once as part of a harmonization campaign, but 
impossible to keep up.
