We agreed that this issue was a bug worth fixing four years ago
long words in bug titles make bug listings very wide

Bug titles do not have a minimum or maximum size. User can provide empty
titles. User do write insane titles into the 10k length (when I checked
last year in the db)
Long titles also break the 3.0 header. There is a bug involving long
user displaynames too.
