I'm attaching the list of projects that use the Launchpad translation 
group with Structured permissions (many of which actually don't use 
Launchpad for translation at all), as well as the list of translations 
to languages that are not covered by the translation group, and which 
look to me like they are of dubious use.

It's basically all en_CA (Canadian English) plus there's one fr_CA but I 
seem to remember that many feel the difference from fr to be big enough 
to warrant a separate translation.

So if we do create an empty translation team, it looks like only en_CA 
would be affected.  I went through them, and found:

 - little difference from en_GB, and

 - a large number of translators with no visible tie to Canada.

It looks like in allowing en_CA translations, we've mainly created a 
false goal.  People may have translated there just to try out, or to get 
green bars on the statistics pages, or because they didn't see a more 
effective way to contribute.

Therefore I propose to create an empty do-not-translate team, and 
appoint it as the Launchpad translation group's Canadian-English 
translation team.

We can announce it first (does anyone know of a good place?) and see if 
there are any complaints.  If there are, I would expect it to be from a 
small number of people; we might want to form a translation team and 
agree to translate only a select few projects that appreciate it.

Once that is done, we can start looking at removing en_CA translations 
from projects that use Launchpad Translators, and one generally unwanted 
language will be gone from their repositories.

Does anyone disagree?  Does anyone know a good place to announce this?
