That disadvantage applies only when a bug has been filed against a
package and not its associated project. (Because meta-projects can
only include projects, not packages.)

For example, <https://launchpad.net/ubuntu-menu-bar> is a meta-project
for tracking bugs in all menu-bar-related projects.
