As far as launchpad, and the bugcontrol group is concerned, Kubuntu
*is* Ubuntu.  They don't have their own bugcontrol group, and bugs
don't show up as belonging to the Kubuntu distribution.  This is why
it does not make sense for Kubuntu to have its own policy in this
regard, and even less sense that this difference is not documented in
the Ubuntu triaging guides.
