Because hardware that magically decides to start and stop working like
that is about as likely as being struck by lightning at the same time
you are attacked by a shark.  Even if it is, linux is still the
correct package for the bug to be assigned to until those familiar
with the kernel and how it interacts with the hardware can determine
that it is broken hardware and mark the bug invalid.
