I agree that a constant animation would be a bad idea. But is there
any chance of getting a colour change when there are messages waiting?
The current icon (showing the envelope in full brightness) isn't
enough to catch attention when you are working, I've lost track of the
number of times I've missed file transfers and messages over IM over
the last couple of weeks because I don't notice they are waiting. I
don't have this problem in Karmic though, the contrast between icon
states is more definite.

I was thinking it would be cool to show the envelope as Aubergine*
when there are messages :)
