Unfortunately, as I've just noted in <http://launchpad.net/bugs/16492>,
unclutter doesn't solve the problem and it introduces new problems.

It might be possible to take the unclutter code and turn it into
something useful. I've provided three test cases that could be the start
of a mini-spec.
