when talking about DEs.

this is fixable (it is not in the binary) the skype package has files /usr/share/applications/skype.desktop, which references /usr/share/pixmaps/skype.png which is a 48px square icon and this is the thing that gets used by Unity. The only problem is that skype is in the partner repo, and it isn't there in Precise yet. You can report bugs against things in the partner repo https://bugs.launchpad.net/ubuntu/+source/skype but as they are mostly in the binary and not fixable I don't think anyone looks at them. This one in particular is bug #937975 and as it is a packaging issue I think a patch could be made to fix it in theory, given that you can find a high resolution Skype trademark logo that isn't a re-draw by some random person on the internet and can be used.
