If I can add my 2 cents on this, I think the banking addons community
should concentrate on providing a robust and stable framework, and let
other communities focus on localizations.

Repositories should ideally contain modules maintained by the same
community (it's easier to assign maintainers).

Stefan's point about API is valid. I think however this can be managed by
creating tags and communicating well.
