Everybody is getting old, and don't remember exactly what happened...
Fortunately, Bazaar can help us.

The behavior was changed twice:

1 - in rev 6486. (2016, Jan 16 ) Message:
Pcbnew: Allow changing layer color with left mouse button
Many users, particularly those on laptops, have no middle mouse button, and
thus have no way at all to set the layer colors.

2 - in rev 6518. (2016, Jan 26) Message:
Pcbnew and Gerbview: layer manager: use double click to edit color (as usual to edit someting) and
simple click (as previously) to select the layer. Reason: avoid opening the color dialog each time a
new layer is selected.

This is not exactly what is reported in previous mails.
I just *reverted* the behavior to the initial behavior. This is not the same thing as previously
written.
