I had a look at the scheduler and i can confirm this is not a bug.
OpenERP doesn't handle procurement scheduling the right way.

I'm writing a workaround for that.

I think i'll add a new option on the mrp scheduler wizard to allow
people to schedule procurements on a timeline based on the stock
availability for the product.
