it is definitely taken seriously ... but there are more bits to it than
you might see at the surface ... the phone shares an archive with ubuntu
and *all* flavours ... if bluez gets replaced archive wide that means
kubuntu,. xubuntu, ubuntu-gnome, the unity7 desktop all need to work
with it, have UI clients that can handle bluez5 etc etc 
its a giant step that needs a lot of coordination ... 

additionally it indeed needs to work on all supported touch devices
which means the (potentially binary) drivers on the devices all need to
fully work with bluez5 ... 

when i was still in the phone team we discussed bluez5 and issues with
it at least once a week over the last 1.5 years (and i'm sure the new
phone teams will go on doing so) there is less ignorance on the
canonical side than you might think here ... 
but it is simply a very complex task ...
