Yes, that's what I meant: a final full -base refresh to mark the end of
language pack updates for that particular distro, which has just been
dropped from the schedule.

The overhead would be the usual as in regular updates: requesting the
full export, doing a one-off build, uploading to -proposed, doing a call
for testing, uploading those langpacks tested to -updates.

If everyone thinks it's worth trying, we could do it already for Karmic.
