+1 though I'm still interested in MPT's rationale for startup apps in 
that menu, it may be we haven't considered a use case that warrants the 
exposure.

Agreed, that's not happening. Restart is an option in the shutdown 
dialog, which is perfectly reasonable.

The 60 second story is pending some word from MPT, too.
