Yes, scons works on windows, though I never tried, obviously. Its 
interface is abstract (like SharedLibrary) and it invokes the right 
programs with appropriate options for that platform. See 
http://www.scons.org.

Cmake could be considered also, but I never used it. KDE switched to it 
some time ago AFAIK.
