Yes, your Gmail account is your Google account true but your Google account
does not necessarily has to be a Gmail account. That is what I meant. Open
one here https://www.google.com/accounts/NewAccount

Not sure of terms and conditions now but the first time I had used Google
Docs it was a non-Gmail Google account. And also you can access Google
services without a Gmail account except Gmail itself.
