But in that case, the battery level on the phone is completely wrong.
Even now that it's turned on, it shows me the same percentage.

Should I file a bug, or is this on the hardware level? And if I do file
a bug, what kind of info can I provide?

No need for a new bug report, it's a known problem with the power management circuit on these devices and reported several times, for example:

One of the workaround recommended by the hw vendor is to apply the procedure described by Pat earlier in this thread.
