This is what I see in AWN:

* Right clicking over an icon gives you the "launch" option
* If you have more than a window open for that application, left
clicking shows you a list of open windows and an additional option to
launch a new window.

I think that the rationale for this is :

* Always show the application on left clicking:  A new instance if not
running or the current window if running
* For "special" users, give the option to open a new window with right
clicking
* If you have more than a window open => you are a special user, so give
the option to launch a new window or select an active window with left
clicking.  It continues showing the Launch option with the right click
for consistency.
