Then there should be a way to blacklist things on a per-user basis
that a user like myself does not want cluttering my Dash when I type
"sh" for things other than "shutdown".
Moreover, for me it is faster to hit Ctrl+Alt+Del and click the dialog
than it is to sift through things that begin with "sh" in the Dash on
my personal system. Conversely, the Ctrl+Alt+Del method does not pose
clutter with other items beginning with "sh".

Why? Because winkey+"sh"+enter is an order of magnitude faster for
me, compared to reaching for the mouse, clicking an icon, selecting a
menu option and clicking a dialog button (all in different locations
of the screen). I expect most heavy keyboard users will feel the same.
If you don't like typing "shutdown", feel free to not type "shutdown"
and use the cog instead. That cog option is always there - there's
absolutely no reason to remove the alternative dash option.
