I think what you're interested in is this mockup:

The idea is to have some favorite times that are available for quick
switching between them.

Now, I thought your original requirements were to put UTC on the panel.
While I think that could be useful, I'm also unsure of how to make it
look slick.  It could be added to the current label, but it seems that
would make it very large.  I'm not sure a second menu makes sense...

The mock-up looks great!  I hope some progress is made on it.  Thank you, gentlemen for taking some time to respond to my admittedly very minor issue.  In exchange, I will go and fix a papercut :)
