Hi David,
Although the language is there, the translation is
not complete (or even started). Just like Egyptian
Arabic, we have created a placeholder in the code
for you to begin the translation process. If no
translation is found, the interface falls back to
English.
In the case you highlight, there is no translation
thus the fallback to English.
For country variants, the Egyptian Arabic term
(ar_EG) would be preferred over the based Arabic
term (ar). This allows for partial variant
translations, whereby you can utilize what has been
translated in the main language (ar) and only
translate the terms which differ. If no translation
is found in either "ar" or "ar_EG", then the
English term will be used.
Have a look at the statistics of the server
(attached) and it will give you an idea of the
level of completeness of each language. As you can
see Arabic is pretty well translated, while
Sudanese and Egyptian Arabic are really yet to be
started.
It's up to you really to decide how to organize the
translation. I know nothing about the difference
between the two countries, but it would seem to
make sense. Up to now, there has been little
translation in the Sudanese Arabic, so I would
suggest you just proceed. I can put you in touch
with the people who were planning to do the
Sudanese Arabic if you would like.

just because of their common names of months.
